The Chief Operations Officer requested that Management Audit Services (MAS) evaluate Wayside Systems Engineering & Maintenance Training related to technical, safety, and mandated training Review the wayside maintenance training currently used by LA Metro for the Track, Traction Power, and Signals to identify potential risks to the validity, effectiveness, and quality of rail engineering and maintenance training delivered by Metro to its maintenance personnel. LA Metro mandates training for maintenance personnel that includes system maintenance with an emphasis on working safely while supporting the operation of a safe and reliable rail system.
Audit Objectives:
This audit identified risks affecting the delivery of adequate training for Managers, Supervisors, Trainers, and Inspectors for track maintenance, traction power maintenance, and signal maintenance at LA Metro Wayside Division.
- Determine whether the training curriculum is complete (vendor may suggest criteria typically used for the industry).
- Determine the quality of the training curriculum. For example, is the current curriculum up to date and relevant, led by a qualified trainer?
- Determine the reasonableness of the timeframe to train newly hired employees.
- Determine whether the current training method is adequate and follows industry best practices.
- Determine whether employees are adequately trained in their assigned designation.
- Provide recommendations to improve the listed objectives above.
