Project Summary:

CodeRed Business Solutions Inc. (CRBS) was recognized by the FTA for the quality and thoroughness delivered to Metro. CRBS was awarded this contract to complete an asset inventory of Metro’s wayside assets, create the State of Good Repair (SGR) database, complete a Transit Asset Management Plan (TAMP) that is FTA complaint.

CodeRed Business Solutions Inc. conducted an IAM certified GAP Assessment to determine the asset management maturity level of St. Louis Metro. CRBS developed a road map reviewed Metro policies and procedures relative to asset management (including existing asset management systems), identified gaps, and offered recommendations, as follows:

  • Incorporated improvements that the agency decided to make as part of its other transit asset management (TAM) initiatives, including enhancements to the Oracle and Maximus M-5 databases
  • Reviewed and recommended best practices in asset management from other U.S. transit agencies
  • Recommended policies, standards, and procedures that will bring the agency into alignment with the underlying principles of MAP-21 and FTA requirements on the SGR.
  • Ensured that the agency’s AMP is consistent with FTA policies and forthcoming requirements for asset management and the national transit database (currently under development)
  • Assisted Metro in determining the optimal organizational structure to implement an effective asset management system

CRBS conducted comprehensive inventory inspections of all rolling stock, facilities and critical rail infrastructure to include:

  • Overhead catenary system
  • Communication system
  • Traction power
  • Track system along Metrolink’s infrastructure

  • Maintain and improve service provision in the context of decreasing federal and state funds
  • Optimize resource allocation for operating and maintenance as well as capital projects.

It should be noted that upon completing the physical asset inventory St. Louis Metro evaluated their data systems used for vehicle-based maintenance and decided to purchase an EAM system that could better be configured for wayside maintenance. That system is functional, and St. Louis Metro is beginning to implement RCM on wayside equipment. Vehicle data is being migrated over to the new EAM system and St. Louis Metro will soon have a one-source solution for all of their RCM and TAM needs.
