Project Summary:
CodeRed Business Solutions Inc (CRBS) was part of a team commissioned by MTA’s Long Island Railroad to support start-up and technical review activities. The review included adherence to FTA and FRA project requirements, Standard Operating Procedure Review and Development, Support for Safety exercises, live and tabletop, Tunnel Ventilation certifications, and a review of Rail Activation Plan goals, achievements, and outstanding issues.
CRBS supported each task element as assigned but was given primary responsibility for conducting an FTA OP54 start-up pre-audit. OP54 is a comprehensive regulation that requires a detailed review of all project elements from design to start-up and touched all the major elements of a new system, ranging from planning, fleet readiness, testing and certifications, safety and security, and project documentation. Over a ten-month period, CRBS analyzed all elements of the ESA project, closely coordinating with project team members and LIRR to develop a comprehensive list of auditable elements using guidance documentation from FTA and various PMOC audit resources from similar projects. We also identified commonalities and differences between FTA and FRA requirements. This required CRBS to interface with senior MTA officials as well as field engineers and construction personnel to identify documents and procedures in place that could satisfy audit requirements. The pre-audit identified many areas for potential improvement in time for MTA LIRR to take corrective action in advance of the actual audits and contributed to achieving the goal of a 2022 go-live for the ESA project.
