During Richard’s thirty-five year tenure with the GCRTA he has exceled in three management positions and exceed the executive management team’s expectations: first as the Project Manager for a new automated operator dispatch and payroll system; following the successful implementation of that project, as the Operations Manager responsible for the management and administration of a new maintenance and configuration management system in the Operations Division; and, as Director of Service Quality responsible for directing and managing all bus and rail field supervision, bus and rail radio communications, and rail route blocking, signaling and power distribution.

An experienced General Manager, Chief Executive Officer, who has a demonstrated background in strategic planning, organizational management, contract administration, grants management and in working with other government financing mechanisms. Mr. Newell is a visionary with demonstrated leadership, organizational and negotiating skills. He is an excellent written and oral communicator including the ability to assign, coordinate and evaluate the work of administrative, professional and technical staff. Mr. Newell has the ability to interface with a wide array of stakeholders, elected officials, regional and community leaders and customers. He has served as a liaison to key local, regional, state, and federal organizations in which he has facilitated multimodal transportation planning and funding and he has advanced the system’s future in conjunction with other transit providers.

Richard’s intimate and thorough knowledge of transit operations enabled him to communicate knowledgeably and effectively with all of his employees, from the mechanics to the drivers. His knowledge of budgets and management helped him gain buy-in from City Council members and other key stakeholders. And, his overarching vision for how transportation fit into the broader workings of the town and its regional economy helped us achieve significant improvements in mobility for Annapolis’ residents, visitors, shopkeepers and employees.
