St. Louis Metro Maintenance of Way State of Good Repair Asset Inventory and Asset Management Plan Project, St. Louis, MO
The work CRBS performed in conjunction with its partners was recognized for the quality and thoroughness delivered to Metro. CRBS was awarded its current contract to complete an asset inventory of Metro's wayside assets, create the state of good repair (SGR) database, complete the asset management plan (AMP).

CRBS reviewed Metro policies and procedures relative to asset management (including existing asset management systems), identified gaps, and offered recommendations, as follows:

  • Incorporated improvements that the agency decided to make as part of its other transit asset management (TAM) initiatives, including enhancements to the Oracle and Maximus M-5 databases.
  • Reviewed and recommended best practices in asset management from other U.S. transit agencies.
  • Recommended policies, standards, and procedures that will bring the agency into alignment with the underlying principles of MAP-21 and FTA requirements on the SGR.
  • Ensured that the agency's AMP is consistent with FTA policies and forthcoming requirements for asset management and the national transit database (currently under development).
  • Assisted Metro in determining the optimal organizational structure to implement an effective asset management system.
With the assistance of designated Metro staff, CRBS conducted comprehensive inventory inspections of the overhead catenary system, communication system, traction power, and track system along MetroLink's infrastructure (Phase 1 - Airport to 5th and Missouri, Phase 2 - 5th and Missouri to Scott Air Force Base and cross-county). Benefits included:

  • Improve on-time performance, safety, and security.
  • Maintain and improve service provision in the context of decreasing federal and state funds.
  • Optimize resource allocation for operating and maintenance as well as capital projects.
  • Develop financial decision-making tool.
  • Provide risk management.
CRBS met with Metro supervisory and field staff prior to conducting the review of inventory, specifications, preventive/corrective maintenance sheets, and engineering drawings. In addition, CRBS met with the Maximus M-5 program manager and IT group to ensure proper loading of all Oracle, Maximus M-5, and SmartDraw data.

CRBS held monthly progress meetings with the director of grants and maintenance-of-way supervisory staff to discuss progress made towards completion of all tasks during the previous month. A report detailing all progress was submitted to Metro as part of the consultant's invoice.
